
20 Ene 25 Amendments to the rules on Payment and Immediate Debit Services

By means of Communication “A” 8180 (hereinafter, the “Communication”), the Argentine Central Bank (hereinafter, the “BCRA” for its acronyms in Spanish) amended the rules governing the national payment system with a view to payments system with the aim of boosting the use of US dollar payment instruments for commercial transactions in the local for commercial transactions in the local market.
In this regard, through the issuance of the Communication, the BCRA stipulated that, before February, 28th 2025, payment processing companies must adapt their systems so that users can make payments in dollars from debit cards.
In addition, debit card payments in US dollars through the interoperable QR system were enabled. On this point, the Communication provided a longer deadline, establishing that the system must be enabled by April, 1st, 2025.
Finally, the BCRA created a new variant of recurrent DEBIN (Débito Inmediato Inmediato), called ‘DEBIN Programado’, which should be operational as from February 28th, 2025 and will allow account holders to pay for purchases of goods or services in fixed instalments in pesos or dollars with a single authorisation.
In all cases, the user must have an account in dollars and have a sufficient balance to pay for the transaction.
